Over time, San Francisco’s governing document - called the city charter - has grown to 548 pages, making us the most bureaucratic city in the country. Departments are siloed, decision-making is slow, and accountability is weak, while confusing ballot measures trap the city in ineffective policies for decades. With these reforms, we can remove the barriers that prevent City Hall from delivering for residents instead of insiders and special interests.
